Some took it as a betrayal, of which there was a lot in this war, some as peace, some as a respite . Chechnya began to live a virtually independent life, establishing misanthropic laws on the territory of the republic.

Russia survived until the second Chechen war. There are battles again, although the intensity is no longer at the level of 1995-1996, but it is still a war. Result? They put the “loyal” Akhmat Kadyrov on the throne in the republic. While the remnants of the irreconcilable were being pacified, Kadyrov the elder was killed. And then Ramzan Kadyrov appeared, the hero of Russia, who killed the first Russian (in his words) at the age of 16. And it doesn’t matter that he celebrated his 16th birthday even before the first Chechen war. Add sixteen years to even birth (1976). Which Russian did he kill in 1992-1993? Are there any options?

Many years have passed since then. Kadyrov Jr. still rules a virtually independent republic, receiving a huge tribute from Moscow, which he spends, here we will give him his due, partly on the republic and its people. I didn’t make a reservation, yes, I think Chechnya, despite the propaganda cries about “too territory” of Russia, a de facto independent republic that is subordinate to Kadyrov personally, and he, in turn, personally (for now, of course) to Putin. He keeps them not only so that they don’t get shot. You will see them in full glory if, after all, the people in Russia decide to change the government to the people’s. The boys will turn around to the fullest. They will drown the people in blood so that only Allah Vladimirovich can be saved.

Why am I writing all this? Briefly, I remember the events as I saw them over all these years. During this time, many times the Kremlin “comrades” spat in people’s souls: they gave Kadyrov the title of Hero of Russia, did not interfere with the persecution of Russian officers, requests for which the Chechen prosecutor’s office considered it necessary to send out, someone was imprisoned, someone was killed, like Budanov, someone is being persecuted until so far.

Where am I leading with all this? And I want to ask people's opinions. Do you think that Chechnya is now an ordinary subject of Russia that will not take up arms against us again? Are you sure that Chechnya, raised from the ashes at the expense of the internal regions of Russia, rebuilt, with various privileges, receiving a huge tribute from the Kremlin, again armed to the teeth, with a younger generation of Chechen youth who have grown up, for whom there is only one goal in life - to live beautiful, but, without straining for this, will not take up the old again? What if we stop paying tribute, and if we force them to work like other regions of the country, remove preferences, and squeeze the Chechen freemen who have fled across Russia? What then?

For me, the answer is obvious: having gotten used to living at the expense of others, they will take up the old ways again. Moreover, add to this:

1. The clans that were pinned down during Kadyrov’s reign are now thirsty for revenge and blood. Does Kadyrov share with other clans? Hasn't he squeezed everyone over the years? Did they forget?

2. Irreconcilables, who are still running around the mountains and who, for some reason, can’t be pinned down by everyone, although it seems like we “rose from our knees”, and Kadyrov supposedly controls the territory of the entire republic. Although, judging by the security with which he rides, I I don't think so.

3. Besides tribute from Moscow, what other sources of income does he have in Chechnya?

5. What is the situation in the North Caucasus (continued)

b) But the Ingush have not simple claims to North Ossetia, but territorial ones - an echo of deportation. According to their decision, which with the weakening of Moscow takes on the features of realism, even Kadyrov can be temporarily friends, and he will be very happy with his ally (and covered flank) - if he doesn’t fail, of course.

c) Dagestan, like Chechnya, has some of its own oil (and gas). Even slightly more than Chechnya, but the main thing is that there are prospects for a significant increase in its production. After the collapse of the USSR, the coastal states did not divide the Caspian shelf: for the Russian Federation, with its scale, these are tears, and the Russians are always pleased to spoil the former fraternal republics. Dagestan is very heterogeneous and many people there will want to fight for promising oil (production, refining, export). That is, Dagestan will be busy with itself, armed neutrality will in fact be formed with Chechnya, and Moscow’s attempts to indicate its presence there, playing along with different clans in turn, will only divert the already scarce resources of the feds. d) Karachay-Cherkessia and Kabardino-Balkaria - . Poverty of the population, nepotism and corruption of the elite, and of course traditions with spiritual bonds, only not Orthodox, but Muslim. True, having found in their pockets not real money, but electronic cards for accounts in Western banks, a slight shadow of concern falls on their enlightened faces, but faith in the inviolability of the presumption of innocence outside the Russian Federation, and in the qualifications of hired lawyers, restore confidence in the future, and the shadows fall from the faces. However, part of that money was used to extinguish various conflicts. Some things were extinguished, others burned in a controlled manner right up to the rise in oil prices. I believe that the Kremlin is making a very serious mistake, since we already had experience of pacification in Chechnya, when in 1996 General Lebed signed the famous Khasavyurt agreements. We remember how this turned out for all of Russia. I am afraid that in this situation, when literally every day we receive reports from the North Caucasus about new clashes with militants, the abolition of the CTO regime will not lead to anything good. It will only lead to increased terrorist activity by militants and to casualties among Russian citizens.

Therefore, I have an extremely negative attitude towards this and believe that this is a short-sighted decision and it will cost us very dearly. It is already possible to raise the question of when the third Chechen war will begin, or rather, not the Chechen, but the Caucasian war, since the current situation clearly demonstrates that the North Caucasus is turning into a region of constant danger of terrorism, a stronghold of terrorism, and Moscow simply does not know what will happen to do this.

I have always advocated and advocate that if you fight terrorists, then fight for real. To do this, it is necessary to declare a regime of martial law, to officially recognize that an armed rebellion is taking place in the North Caucasus, and not to invent some new legal terms like a counter-terrorism operation and thereby put military personnel who are performing their duty in an unclear legal position. Because, on the one hand, they seem to be at war, and on the other hand, they are obliged to act in war according to the laws of peacetime.

And in the end, we see that Budanov is being tried, Ulman is being tried, Arakcheev and others are being tried.

If this were a real state of emergency, then in this situation the constitutional rights of military personnel taking part in hostilities would be protected by law. I repeat once again that you either have to fight or you have to leave. And such a situation - no war, no peace, but disbanding the army - will not lead to anything good.

In the event of the abolition of the CTO regime, Chechnya will receive its own international airport and its own customs office. This already happened under Dudayev, when Russia gave Chechnya such opportunities and as a result, Chechnya turned into a black hole, from where smuggling began en masse, the export of its wealth from Russia and, accordingly, the import of drugs, weapons and everything else into Russia.

I have a hard time imagining how the federal center will be able to control Chechen customs.
